The Mazovian Voivode has granted immediate enforceability for the Location Decision of the new CPK airport, allowing the investor to submit the first construction permit applications. This legal milestone shifts the multibillion-euro project from planning into implementation.
As of early December 2025, 93 percent of landowners in the designated area have joined the Voluntary Acquisition Programme, enabling the acquisition of over 2,400 plots—roughly 65 percent of the land required for the airport and western transport hub.
The Mazovian Voivode has issued immediate enforceability for the Location Decision of the CPK Airport. This move enables further administrative steps related to the project and allows the investor to file the first construction permit applications.
The immediate enforceability of the Location Decision allows CPK to advance to the next stage of the investment process by submitting the first applications for construction permits for airport facilities. With the legal framework now in force, the company can formally initiate procedures required to begin early construction works, marking a key step in moving the project from planning into implementation.
Voluntary Acquisition Programme
In the first phase of the Voluntary Acquisition Programme (PDN), covering the area defined by the January 2025 Location Decision, landowners representing around 93% of the area designated for the first stage of the airport have joined the programme. By early December 2025, 2,424 plots totalling 2,445.7 hectares had been acquired—about 65% of the land required for the airport and its western transport node. A total of 235 out of 310 residential buildings in the airport area have also been purchased.
The Voluntary Acquisition Programme (PDN) operated by CPK provides landowners with transparent, voluntary buy-out terms, including independently prepared valuations, financial premiums above standard property value and optional relocation support—offering a more predictable and less burdensome alternative to compulsory acquisition.
The Polish government continues to support the CPK investment as a key national infrastructure project. Recent government actions have been aimed at accelerating project delivery, strengthening legal and administrative frameworks, and ensuring that landowners receive clear information and support throughout the process. These measures are designed to facilitate smooth preparation for construction while maintaining transparency and predictability for all stakeholders.
Airport construction plan
The enforceability ruling allows CPK to submit the first construction permit applications in December 2025. This follows a competitive dialogue launched in 2025 to select the airport terminal contractor, with five consortia comprising 16 companies participating. Procurement processes are also underway for deep foundations (piling), passenger boarding bridges and vertical-transport equipment such as lifts, escalators and moving walkways.
In 2026, CPK plans to initiate procurement for landside buildings and to sign a framework agreement for airside and landside airport infrastructure.
