Centralny Port Komunikacyjny (CPK) has launched a tender to select a General Contract Engineer (GCE), also known as a Delivery Partner, for the construction of its new airport. The company is seeking a contractor that will act as both Project Management Consultant (PMC) and Contract Engineer (Construction Manager), bringing expertise from greenfield airport projects abroad as well as large-scale investments within Poland. Tenders may be submitted until 20 October 2025.
The appointed entity will support the comprehensive management of the entire airport construction process, providing end-to-end oversight and coordination across the site. The tender includes support in areas such as consultancy, planning, scheduling, and the integration of multiple design and construction contracts into a single, cohesive programme. The GCE’s overarching objective will be to ensure that the CPK Airport opens on time, within scope, and on budget—while placing particular emphasis on evaluating the quality of proposed solutions.
Proven experience is a key requirement. CPK invites bids from entities that, within the last 15 years, have served as Project Manager on the construction and commissioning of at least one new airport project (greenfield), delivered under either a build or design-and-build contract, with a minimum annual passenger capacity of 20 million. In addition, strong experience in delivering major infrastructure projects in Poland is highly valued.
Bidders must also demonstrate that they employ a team with direct experience in airport construction. Furthermore, financial eligibility requires proof of a minimum net annual revenue of PLN 500 million over the past five years.
CPK: A game-changer for Poland’s transport system
In 2024, CPK made historic progress in planning a modern, integrated transport system. With a state-of-the-art airport, high-speed rail, and road networks developing simultaneously, this ambitious investment is set to transform Poland’s connectivity, drive economic growth, and position the country as a major European transport hub.
Scheduled to open in 2032 CPK will serve as Poland’s new central airport. The project also includes a high-speed rail network. Strategically located at the heart of Central and Eastern Europe, CPK will be a major global transfer hub. Optimised flight routes, shorter transfers, and multimodal integration will ensure smooth connections between Polish cities, European capitals, and the rest of the world—making travel faster and more convenient than ever before.
