Çelebi Aviation has confirmed that its ground handling and cargo warehouse operations at select Indian airports have been suspended following a notification from India’s Bureau of Civil Aviation Security (BCAS), citing national security concerns.
In a public statement issued on 17 May, the company said it is cooperating fully with Indian authorities, including the Ministry of Civil Aviation (MoCA) and BCAS, while emphasising that all operations to date have been conducted in full compliance with legal and regulatory frameworks.
“We have never received any warnings or penalties related to national security matters to date,” the company stated, noting that its operations across all markets adhere to local regulations and international standards.
International ownership and operational footprint
Founded over 65 years ago, Çelebi Aviation operates ground handling and cargo services across 70 airports in six countries: Türkiye, Germany, Hungary, India, Indonesia, and Tanzania. It employs approximately 16,000 people worldwide.
The company is majority-owned (65 percent) by institutional investors, including entities based in Canada, the United States, the United Kingdom, Singapore, the United Arab Emirates, and Western Europe. Key shareholders include Actera Partners II L.P., a Jersey-based fund holding 50 percent of shares, and Alpha Airport Services B.V., a Dutch-registered entity with a 15 percent stake. The Çelebioğlu family retains the remaining 35 percent.
Employee protection and continuity planning
While the suspension in India unfolds, Çelebi stated that it is taking measures to support staff and reduce disruption.
“Every step we take will be carefully evaluated in line with our employees’ safety and well-being, as well as our corporate values,” the statement read.
The company reaffirmed its long-term strategy to support emerging aviation markets and strengthen its presence in high-growth regions. It highlighted its role in contributing to national economies by creating jobs, investing in local talent, and supporting infrastructure development.

Çelebi has not disclosed which specific airports in India are affected, nor provided a timeline for potential resolution. The company continues to monitor the situation and has reiterated its commitment to full compliance with Indian regulatory authorities.
